Ann E. Taylor became U.S. Army Corps of Engineers Mobile District Counsel in 2013, after serving as Deputy District Counsel since 2008. As District Counsel, Taylor furnishes expert legal counsel to the Executive Office and all other components of the District. She also exercises supervision over 13 attorneys.
Taylor began her USACE career in Mobile District in 2002. Prior to joining USACE, she practiced law in Mobile for 22 years, working in small law firms, for Legal Services Corp of Alabama, and as a prosecutor for the City of Mobile.
She earned her Juris Doctorate from the University of Alabama and her Bachelor degree from Oberlin College.
Taylor was awarded the E. Manning Seltzer Award by USACE Chief Counsel. This award recognizes a USACE attorney who has made one or more special contributions to USACE legal services mission from the development of a legal theory or application in any field of law, legal management innovation or practice, or outstanding performance involving a legal or management problem.
