Internal Review Chief

Debra M. Hadley

Ms. Debra Hadley assumed her position as the Chief of Internal Review for the U.S. Army Corps of Engineers, Mobile District in May 2021. As Chief of Internal Review, she is responsible for leading a team of internal auditors, who provide advisory and support services to the District Commander, Command Group, and functional managers. Internal Review provides independent, objective review and advisory services designed to mitigate risk and increase assurance of the effectiveness and efficiency of Command Operations.

 

Ms. Hadley also serves on a national cadre of subject matter experts, providing audit support for Emergency Management missions. In support of USACE and FEMA Emergency Management needs, the Internal Review Mission is to provide a full range of audit support, contract audit management and advisory services to assist the mission with control weaknesses and strengthening internal controls. Ms. Hadley served as Recovery Field Office Internal Review Chief in support of Hurricane Maria in Puerto Rico, Hurricane Michael in Panama City Beach, FL and assisted the Mississippi Valley Division Internal Review Mission virtually, during the COVID-19 Pandemic in support of the Hurricane Laura and Delta Missions. 

 

Prior to her current position, Ms. Hadley served as an Auditor in the Mobile District Internal Review Office from May 2015 through April 2021. She previously served the U.S. Department of Justice, as the Chief Financial Officer for the U.S. District Court, Southern District of Alabama, where she was responsible for all financial operations of the court and managed a team of Financial Specialists.

 

Ms. Hadley began her career as an Accounting Co-Op for the U.S. Army Corps of Engineers, Mobile District Real Estate Division and upon graduation, served as a Budget Analyst for Real Estate Division. During this time, she worked detail assignments with Resource Management to audit billing for the Hurricane Andrew Mission, which at the time was the costliest hurricane in U.S. history. Following her initial time with USACE, Ms. Hadley worked as an accounting software and network analyst for a national software company, leading multiple teams of software, hardware, and network analysts.

 

Ms. Hadley is the recipient of several awards, including the Award for Humanitarian Service, Commander’s Award for Civilian Service, Achievement Award for Civil Service and Commander’s Coins from USACE HQ, South Atlantic Division and Mobile District. Ms. Hadley holds a Bachelor of Science Degree in Accounting, Master of Business Administration, and the Department of Defense Financial Manager Certification Level 2 (FMCP2). Ms. Hadley is a November 2018 graduate of the Mobile District Leadership Development Program and a June 2021 graduate of the HQUSACE Emerging Enterprise Leader Program, selected as one of two leaders to represent the South Atlantic Division.
