Director of Civil Works directed HQUSACE Operations to implement the Silent Inspector (SI) program Corps-wide via a CECW-CO Memorandum in the spring of 2006. Additional guidance for implementation on both civil works and regulatory projects followed in the next two years. The program changed its name, but not its mission in 2010 and subsequent memoranda have been issued to include additional dredge plant types.
