To ensure that the proposed placement of fill material does not violate any applicable State water quality standards; or does not violate the Toxic Effluent Standard of Section 307 of the Clean Water Act (CWA). Further to ensure placement of fill material would not jeopardize the continued existence of any federally listed endangered or threatened species or contribute to significant degradation of waters of the United States.
