Special Event Permits

Special Event Permits - Organized use of project resources for a specific purpose and limited duration, beyond the normal day-to-day use engaged in by individuals or groups.  Generally these events are more involved than an activity and will impact the use of project lands and waters by the general public. Further, they may grant special privileges to a person or group beyond those afforded to the general public.  They may also further require oversight or monitoring by U.S. Army Corps of Engineers (USACE) personnel for safety and regulatory purposes.

Determining Factors: 

  • The event will impact the project beyond normal use.

  • The event has a specific purpose (i.e. competitions, large scale fishing tournaments, fireworks)

  • The event may generate revenue other than standard commercial concessions (i.e. Marinas)

  • The event may restrict the use and enjoyment of project resources by the general public, may cause liability to persons and government property, and may require larger planning for safety and risk management.

  • The event is of short duration and would not be practical for a lease or other agreement.

  • The event incorporates elements that may not otherwise be allowed by the regulations in Title 36, Code of Federal Regulations (Part 327) and requires approval from the Allatoona Lake Project Management Office.

  • Any part of the event is located outside of a licensed/leased area (i.e. marina, park, lease facility) or any part of it takes place on the waters of Allatoona Lake.

Examples of Special Events include fireworks display of any kind, shoreline or waterborne concert, triathlon, trail runs, launching / retrieving vessels by commercial carrier, fishing tournaments with >50 boats.

Permit Requirements:

  • Completed permit application.

  • Signed and dated Special Event Permit form.

  • Liability insurance certificate in the amount of $1,000,000 naming U.S. Army, Corps of Engineer, Allatoona Lake, 1138 GA Hwy Spur 20, Cartersville, GA 30121 as an additional insured.

  • Site safety plan.

  • Payment of the $75 permit fee.

  • Additional fees which are determined based on the necessity of additional oversight or monitoring by USACE personnel and equipment.

  • Performance bond for clean-up or restoration of USACE facility or area

Permit Process

Complete and return the Allatoona Lake Special Use Permit application form at least twenty-one (21) days prior to the event. The application will be evaluated for any special conditions or additional USACE oversight that may be necessary. A package with cover letter, Special Use Permit checklist, and initial Special Use Permit form will be filled out and mailed to you for review. You must review the checklist and permit form, include all items indicated on the checklist and return the package at least ten (10) days prior to the event to:

Upon receipt of your documents, USACE personnel will verify that all required items are present and correct.  The permit form will be signed by a USACE official and returned to you.  The event is not “approved” until the permittee receives the permit form signed by a USACE official.
