Incoming Mobile District Commander Col. Jon Chytka receives the Corps of Engineers Command Flag from South Atlantic Division Commander Brig. Gen. Donald Jackson during Mobile District's Change of Command Ceremony, which was held Aug. 1, 2013 in downtown Mobile, Ala. at the Alabama Cruise Terminal. The Change of Command tradition dates back to the Civil War and emphasizes the continuity of leadership and unit identity despite changes in individual authority from one another. The heart of the ceremony is the passing of the command flag - the symbol of the unit's identity - from the outgoing commander to incoming commander. Col.
