The Purpose of the SE U.S. Hurricane Evacuation Study (HES) is to develop tools that will allow States to share information on regional evacuations to minimize the threats to life and property and reduce transportation hazards and traffic delays.


 

Study History

The SE U.S. Regional HES has been thought about for several years.  As hurricane Floyd was approaching the Islands off the east coast of Florida a meeting was being held to discuss the initiation of the study in FY 2000 and a small amount of funds to hold multi -state meetings and develop a scope of work.   Little did we know that the Floyd evacuation would trigger a barrage of public complaints which created political interest throughout the southeast  at all levels of government.    And resulted in immediate funding for a transportation and behavioral study.

Meetings & Minutes

On October 6th, 1999 a regional meeting was held at the FEMA office in Atlanta to allow the states to describe their evacuation experiences and what information or tools may be helpful in the future to avoid or minimize the the traffic delays and associated discomfort experienced by many evacuees.  Meeting Minutes.

On October 22nd, 1999 a second regional meeting was held to discuss the specifics of the transportation and behavioral study efforts and allow each State to discuss what efforts and advancements they made to solving some of their traffic issues since our Oct. 6th meeting.   Meeting Minutes. 

On March 7-8, 2000 meetings were held at the FEMA Region IV office in Atlanta to present study results and give a demonstration of the Traffic Demand Forecast System.   Draft reports were handed out at the meeting and any comments on the draft report were to be returned to John Eringman, Mobile District COE no later than April 1, 2000 so that the final reports could be prepared in May 2000.  Meeting Minutes.
