The US Army Corps of Engineers, Mobile District intends to prepare an update of the Water Control Manuals for the Alabama-Coosa-Tallapoosa (ACT) River Basin. Along with the Water Control Manual update an Environment Impact Statement (EIS) will be prepared as required by National Environmental Policy Act (NEPA). The directive to update the manuals was given by the Secretary of the Army in October 2007. Mobile District published the Notice of Intent (NOI) to prepare an EIS in the Federal Register on November 9, 2007.
