The U.S. Army Corps of Engineers has published a scoping report for the ACT Water Control Manual Update and Environmental Impact Statement. Scoping is an open and early process required by NEPA regulations.

Scoping seeks to:

  • Determine purpose and need for a proposed action
  • Gather public input
  • Identify issues to be addressed in the EIS
  • Identify and eliminate issues that are not significant or relevant
  • Delineate the study area(s)
  • Identify potential alternatives
